As usual, Marla's restructuring was spot on, and I also shortened the BM at the beginning. There really isn't any more broll to support this. I could cut to a classroom, but she's really talking about something specific that we unfortunately couldn't capture in our day of filming.
I'd be happy to insert more classroom footage, if you like.

I like the way this is coming together. Here are a couple of suggestions:
I'm wondering about differentiating the overall title from the subtitles. You've placed them differently, and it might also help if the overall title is a larger and heavier font than the subtitles. It could also grow as it fades, while the subtitles could shrink? Maybe that is too much!?! Also, maybe the subtitles should be placed in the same spot throughout all the clips.
In this clip, the second subtitle should read "Programming Needs" (not "Available Funds").
Are there any hallway shots that might work as broll for the BM discussion (that might strengthen their focus on students)?
Broll of AP class works well over the discussion of SAT and PSAT!
